Emancipation Plan of the Basque Government: Grants of 300 euros for housing and more measures for young people

The Basque Government has approved the 2030 Basque Strategy for Youth Emancipation, with the aim of promoting the independence of young people and improving their living conditions. Notable measures include aid of 300 euros per month for housing and job creation for youth. In this article, we take a closer look at the proposed initiatives and their implications.

Aid for housing and reduction of the average age of emancipation

The plan aims to reduce the average age of emancipation in the Basque Country to 28 years in 2030, compared to approximately 30 years today. To this end, aid of 300 euros per month will be implemented for two years for young people between the ages of 25 and 29 who have an income of less than 28.000 euros per year and are in the process of emancipation.

The aid, which will come into force in 2024, will be available to those young people who have a rental or purchase contract for a home on the free market. They will not be compatible with the enjoyment of officially protected housing and will require a registration in Euskadi the year prior to the application and three in the last ten years.

Youth employment incentives and public housing promotions

The strategy also contemplates encouraging the creation of at least 13.500 jobs for young people between 2023 and 2024 through six programs of the Youth Employment Shock Plan. In addition, the quota for young people in public housing promotions will be increased.

Loan and support program for young people without a family network

The Basque Government will develop a loan program for entrepreneurship, training or housing projects, in line with the Demographic Challenge Strategy. The Trapezistak Program will also be launched, aimed at helping young people up to 25 years of age without a family support network.

Access to Guaranteed Income Income and personalized advice

The age to access the Income Guarantee Income will be reduced to 18 years, provided certain requirements are met. In addition, a personalized advisory service will be created to promote autonomy itineraries and promote a new culture of emancipation.

Pact with and for youth: Basque Deal for Youth

In collaboration with the Euskadi Youth Council, a "pact with and for youth" called the Basque Deal for Youth will be promoted. This agreement will seek to strengthen the commitment of institutions and society in general to improve the living conditions and opportunities of young Basques.
